A warning like the following appears during the PDF generation of each manual:

      [fop] WARNING: Part/page 0 overflows the available area in block-progression dimension.
(fo:static-content, location: 11/487)

It appears the following number of times for each manual. The only part of the message that
varies is the location information (in parentheses):

adminguide: 2 (11/487)
devguide: 3 (6/487)
getstart: 1 (5/488)
ref: 6 (7/488)
tools: 3 (4/488)
tuning: 3 (4/488)

The messages appear at the beginning of output generation, so the warning seems to have something
to do with processing the start of the manual.

Since the warning does not seem to affect the correctness of the generated output, it would
be helpful to be able to get rid of it, either by correcting the DITA source or by fixing
the toolkit in some way.
