I found this the javadoc for OutputStream.write(int):
IOException - if an I/O error occurs. In particular, an IOException may be thrown if the output
stream has been closed.

Since JDBC defines ASCII as the code points from 0 up to 255, I think it should be ISO-8859-1.
US-ASCII is only 7 bits, I think.
