If derby.system.home is set but does not exist and derby.jar does not have permission to create
the folder then no error is reported when loading the embedded driver
---------------------------------------------------------------------------------------------------------------------------------------------------------------------

                 Key: DERBY-2672
                 URL: https://issues.apache.org/jira/browse/DERBY-2672
             Project: Derby
          Issue Type: Bug
    Affects Versions: 10.3.0.0
            Reporter: Daniel John Debrunner

The embedded driver will simply load and return with no visible activity (e.g. no derby.log,
no errors).
Subsequent attempts to get a connection from the driver manager will report no suitable driver
as no JDBC driver was ever loaded.
