    Issue Type: Task  (was: Test)

This was really a Task since it was just performed once and no code changes were made for
Derby.
It would be good (under a separate issue) to permanently have a way to modify the default
database
to allow runs of Suites.All (or any test) with different configurations. Eg. different locale,
different collation,
encryption etc. etc.
