Thanks, Bryan. I should have highlighted the following part of the 
discussion in DERBY-2570:

o This new release note template would live in 
tools/release/templates/releaseNote.html.

I'd be happy to call this releaseNoteTemplate.html instead, if that 
seems clearer.
