The system procedures could be ordered alphabetically but I think that there are specific
logical groups of procedures that should be ordered together.  For example, EXPORT and IMPORT
should be listed together instead of strictly alphabetically. 

I'd appreciate hearing if anyone feels that alphabetical order is better...

Here is the order that I propose for the system procedures:
