The lack of documentation of this behavior surprised me more than anything. 

This is documented in the javadoc for DatabaseMetaData , e.g. "tableNamePattern - a table
name pattern; must match the table name as it is stored in the database"
If DERBY-2092 was addressed then it would be part of Derby's documentation set.
