It is OK to fix upgrade in another patch since the procedures are not currently used and won't
break anything.

I'm not sure whether the procedures should be created during soft upgrade. Soft upgrade is
usually handled by falling back to the old behaviour.  If you for instance have a read-only
database created with Derby 10.2, you can't create the procedures when you do a soft upgrade,
but all the lob functionality that was present in 10.2 should still work.
