We could split the junitreport targets out to a separate test.xml file and include it in the
release/snapshot distributions in the test/ directory along with derbyTesting.jar. To prevent
duplication of the testing targets, we could then import test.xml into the top-level buildfile
so that the targets are still available when running ant at the top-level.
