My guess is you want the source for each copyright page (that one source
generates the html and pdf output); for example:

https://svn.apache.org/repos/asf/db/derby/docs/trunk/src/getstart/rgscopyright.dita

That has this that would be modified so that the generated output
contains the alt text:

<p><image href="../images/logowithtext.jpg"/></p>

right? is this what you're looking for?
