numbitstest.diff adds the tests I ran to verify that getNumBitsSet() returns the same number
of bits as Integer.bitCount(). The test cases test all byte values from Byte.MIN_VALUE to
Byte.MAX_VALUE for a one-byte bit set and a two-byte bit set.
