The changes includes these lines per file:

+# NLS_ENCODING=UTF-8
+# NLS_MESSAGEFORMAT_ALL
 
The UTF-8 concerns me, the defined format  for properties files is ISO 8859-1 with unicode escapes.
That's what the changes look like but I just wanted to make sure that UTF-8 is not being used.
