Another behavior not mentioned in the current documentation of syscs_util.syscs_compress_table
and syscs_util.syscs_inplace_compress_table is that the latter can perform compression on
schema 'SYS' (system tables) in some cases and the former cannot.  This is probably due to
syscs_util.syscs_compress_table transforms the request to an internal ALTER TABLE statement
which in its logic path, forbids operation on system tables.  I think this restriction should
be relaxed in the future so that system tables can also be compressed.  (Also see DERBY-1062)
