Attaching proposal patch derby630-trunk-diff01.txt for DERBY-630.  This patch fixes the NPE
problem + allowing compilation schema uuid column to be nullable in both SYS.SYSSTATEMENTS
and SYS.SYSVIEWS.  If this patch is reasonable, then a subsequent jira should be file to handle
null compilation schema in the statement preparation logic as described in my previous comment.
 derbyall passes with this patch.
