Javadoc in 10.2.1.4 rc1 does not match layout expected by top-level index.html
------------------------------------------------------------------------------

                 Key: DERBY-1880
                 URL: http://issues.apache.org/jira/browse/DERBY-1880
             Project: Derby
          Issue Type: Bug
          Components: Javadoc
            Reporter: Daniel John Debrunner
            Priority: Minor

The top-level index.html (which is a good addition) is expecting the javadoc to be in the
split jdbc3/jdbc4 layout. It seems the release candidate only includes the jdbc3 javadoc,
directly in the top-level.
