I was in a bit of a hurry earlier, but that's the reason I asked. The PDF and HTML Books are covered then because the license text appears "as a header or footer appearing in the visible documentation." 

So if you don't think that the Copyright page being the first page counts as a header for the multiple-page HTML, then I'll produce a patch shortly that inserts the license text as a comment into each HTML.
