The generated documentation has copyright pages with this copyright:

e.g.
http://db.apache.org/derby/docs/dev/getstart/rgscopyright.html

Copyright 1997, 2006 The Apache Software Foundation or its licensors, as applicable.

Should that be just:

Copyright 1997, 2006 The Apache Software Foundation

as the ASF's copyright on the collected works?

Then should the licence text on these pages match the new style in the source?
