No. For some reason, Ant doesn't detect that the stylesheet has been updated and copy it over
to the toolkit again. To fix this, remove DITA-OT1.1.2.1/xsl/dita2fo-shell.xsl (or the whole
toolkit if you have the DITA toolkit zip in your lib directory) and run any build.
