Update the jdbc4 JUnit tests to use the recent additions, such as the single connection provided
by BaseJDBCTestCase and the test decorator base class BaseJDBCTestSetup.

I have resolved the conflicts and uploaded a new test patch (derby-1473-2c-streamingtests.diff).
I also changed some of my original patch to follow the new ways of doing things. Only PreparedStatementTest
has been altered.
