    Resolution: Fixed

I have tested the issue described and it appears to have been fixed by a previous change.

I believe this issue has been fixed by either revision 326736 for DERBY-615 by djd, which
updated the policy file to grant permissions to read all properties to derbytools.jar, or
revision 390000 for DERBY-622, which added the necessary privileged blocks to sysinfo to read
the locale properties files.
