Attached is a patch which sets the system properties user.language and user.country on the
test process and the networkserver process when started from the test harness.
With this patch, I could successfully run derbynet/sysinfo.java with norwegian locale.

This patch may not have any effect on all VMs.  Versions 1.4 and higher of Sun's JREs let
you override the locale by setting user.language, user.country properties. Not all runtime
environments provide this feature.
