A call to a database procedure with the incorrect number of parameters yields the inaccurate
error message:

ERROR 42Y03: 'SYSCS_UTIL.SYSCS_IMPORT_DATA' is not recognized as a function or procedure.

The error message that it should give is one that indicates that, in fact, the procedure call
is valid but that the number of parameters is incorrect.
