I believe the problem is that I built the snapshot on a system with an osgi.jar visible in
trunk/tools/java. This causes the jar file building target to invoke a different subtarget.
If osgi.jar is not present, then derby.jar is built by the derbyjarwithoutosgi target, which
includes a Class-Path header in the manifest. However, if osgi.jar is present, then derby.jar
is built by the derbyjarwithosgi target, which does not include a Class-Path header and instead
includes a DynamicImport-Package header.

Is this deliberate or is this an error?
