What guidance do you need above:
http://db.apache.org/derby/papers/versionupgrade.html ?

(note there is a type in that document, at one point it has 'EM <= 10',
I think that should be 'EM >= 10'.)

I think that's the policy for on-disk format and did undergo a vote (I
believe).
