We still have setIO permission in derby_tests.policy.
I thought it should now be ok to take the setIO permission out, but Tomohito Nagayama indicated
that he still saw a failure - in store/streamingColumn.java when storemats suite is run from
the encryption suite -  when this permission is *not* present in derby_tests.policy.

I cannot duplicate a security exception or test exit there, not with classes, insane, or sane
jars, not when running derbyall, or a subset (when I take setIO out of derby_tests.policy).

I think that becomes another issue, and would like to propose to leave the setIO permission
in derby_tests.policy, and still close this issue, because the essential functionality has
been implemented.
