It would be useful to have a NetworkServerControl start  API that took a timeout parameter

Applications starting network server using the API have to ping  the server for some period
of time to verify that it it came up and is ready for connections.  It would be useful to
provide a start API that has a timeout parameter and will ping for some period of time before
throwing an exception if it cannot connect.
