I think conglomerateId was intended to be unique. Because of bug DERBY-1343, looks like there
is a small chance of duplicates entries until Mamta fixed DERBY-655. Instead of changing documentation,
may be a release note could be added. Looks like Mamta already submitted a patch for DERBY-655
to 10.1 branch, so 10.1.3 also will not have this problem for newly created tables.
