To reduce the load on Apache resources, forrest DTDs should be obtained locally.
Building the web site using 'forrest site' isn't an issue because Forrest resolves the DTDs

from local copies under FORREST_HOME using its own packaged Ant and the supporting catalog
entity resolver.
However, anyone using XML editors need to be made aware that they should configure the tool
to access DTDs locally. Forrest provides an explanation at http://forrest.apache.org/docs_0_70/catalog.html

, forrest processing actually goes out to forrest.apache.org to obtain the forrest DTDs.
