Commit access at Apache gets enabled for a repository -- i.e., at the svn.apache.org/repos/asf/db/derby
level.  Submitting patches with many changes isn't any problem at all and large patches get
submitted regularly on the Derby project, so don't worry about the size of a patch. http://db.apache.org/derby/manuals/dita.html#Submitting+documentation+patches
explains how to create patches for the Derby DITA files using 'svn diff'.
