This issue was found while upgrading from v10.1 to v10.2. The metadata query for getColumnPrivileges
refers to SYS.SYSCOLPERMS which is not available in soft upgrade mode. This was found when
I was working on DERBY-1076. I am opening a separate JIRA since this does not seem to be a
test issue.
