Subject Redundant row qualification?

The getCurrentRow() method in TableScanResultSet class first checks if 
the row qualifies by calling the 
scanController.doesCurrentPositionQualify() method and if the current 
position qualifies it fetches the row using the scanController.fetch() 
method.

In the GenericScanController class the qualifiers are applied in the 
same way in both the doesCurrentPositionQualify() and fetch() methods. 
The following comment is part of the fetch() method:

// RESOLVE (mikem) - should this call apply the qualifiers again?

I am also wondering if there is any reason why the fetch() method should 
apply the qualifiers again.
