I think the running under a different encoding is a test harness issue,
not a specific test issue. If this code had been correct initially then
no-one would have expected a test for the wrong encoding, so I see
little value to a specific test for this process. Anything Deepa has
learnt will be useful in solving the bigger issue, e.g. running the
entire set of tests when the platform encoding is UTF-16, or another one
that's sufficiently different to cause problems.
