The copyright date for the new class need to be 2006.

I'm not sure if this class should be part of the public api, should it be part of the published
api javadoc or not?
Should it be in org.apache.derby.iapi.tools?

Also I think the class will get an exception if started with no arguments, again goes to if
we expect it to be part of the api or not.
