Yes, this is the jar access protocol when referencing resources within a
JAR.

This protocol has in fact caused issues (and reported bugs) when a resource
is loaded from a JAR which resides in a directory path containing the
exclamation character ('!') in on of the folder(s) - the jar access protocol
gets confused and failed to locate the resource as it attempts to access a
JAR path and filename composed of the characters preceeding the '!'...This
is irrelevant to the changes for this JIRA but thought it was worth
mentioning...
