    Resolution: Fixed

This is because the arguments to procedures are data values (in this case Strings) rather
than SQL identifiers. In SQL-speak, they behave like quoted identifiers, not unquoted identifiers.
The arguments to system procedures obey the same rules which govern arguments to user-created
functions and procedures.
