I recognize that this is an internal project issue, but:

Doesn't the "grant Apache license" check box on the patch upload mean anything? I always assumed
that it allowed someone without an ICLA on file to contribute code. The patches uploaded for
this bug have the "grant Apache license" checked...Of course, the copyright notices are required
in the code for new files.
