Subject Proposed changes to the JDBC 4.0 spec.

Lance recently sent me a set of proposed changes to the JDBC 4.0 spec 
and in order to keep the dev community informed of all developments I'm 
passing on the most pertinent bits. All of these proposed changes refer 
to section 9.1 of the JDBC 4.0 specification.
