It seems like an accident waiting to happen to expect developers to 
remember to add the svn:eol property to new files.  Isn't there any way 
for svn to look at the file extension (.java, .properties, etc.) and 
determine that the property is "svn:eol"?

I noticed here:

that you can configure your local svn to handle this, but isn't there a 
way to do this globally?
