Getting the quoting to work when passing setting jvmflags seems a major
pain. Take a look at the j9 thread to see how I managed to get jvmflags
to work when it included multiple -D options, may help, but it was on XP
as well. You can use -Dverbose=true on the outer jvm to see the command
line for the spawned jvm, that might give clues.

Now if we used JUnit this wouldn't be an issue ...
