This problem appears to be that if the client sends 
QRYCLSIMP_SERVER_CHOICE or doesn't send any QRYCLSIMP value, 
the server will default to QRYCLSIMP_YES for fowrard only 
cursors.  I am not sure of the implications of changing it.
