This is an excellent idea, and will remove the need for people to 
search out the jar to build Derby. I will be glad to check it in to the 
repository in the location where it is currently expected to exist as 
per tools/ant/properties/extrapath.properties: tools/java/servlet.jar. 
jakarta-oro-2.0.8.jar could also be checked in there as well.

Also, since javacc uses the BSD license, I don't think that there is a 
problem storing that in the repository either, but I'm not 100% on 
that. Could Ken, or anyone else familiar with the ASF policy on storing 
third-party libraries in the repository, verify that it is ok to do so? 
I do not want to check it in unless I have confirmation that it is 
acceptable to do so.
