We need also to consider other issues than just the legal aspect of
changing the copyright notices on the source code files:
- building a community of users and developers beyond IBMers
- fostering an environment where developers (and hopefully companies)
can contribute source code
- reducing the task of commiters/release managers
- avoiding a growing list of copyright statements on source code files


I think that the copyright notices should be changed according to the
points raised by Jonas, Jason, & Dan.
Here is my understanding of where we stand so far:


1). All source code files will only have the following copyright statement.
     CCCC-YYYY are the years found on each file
