Yes that's the place. The wording is

'The commit lists are where all cvs code commit messages are sent. All
committers are required to subscribe to this list so that they can stay
aware of changes to the repository.'

I read that as definitive, specifically '... ARE where ALL ...'.

Maybe an additional infomation is needed that says something like
'sub-projects can choose to send commit messages to the developer list
instead'.
