DERBY-4510: Reference manual is unclear on max length for VARCHAR

This change simplifies the description of the length restrictions on
the VARCHAR data type to remove the confusing reference to Integer.MAX_VALUE,
since the only important length restriction on a VARCHAR is 32672.
