DERBY-1553: Remove misleading sentence from IDENTITY_VAL_LOCAL docs

Now that Derby supports both GENERATED ALWAYS and GENERATED BY DEFAULT
identity columns, a sentence in the IDENTITY_VAL_LOCAL docs which was
valid only for GENERATED ALWAYS columns was confusing.

This change removes the no-longer-necessary sentence from the docs.
