Initial support is in place for PostgreSQL and Derby. Eg. for PostgreSQL, the encoding of
the database can now be specified via:

    <ddlToDatabase>
      <database url="jdbc:postgresql://localhost/ddlutilstest"
                driverClassName="org.postgresql.Driver"
                username="admin"
                password="coolpassword"/>
      <createDatabase> 
         <parameter name="ENCODING" value="'LATIN9'"/> 
      </createDatabase> 
    </ddlToDatabase>
 
(note the single quotes around LATIN9 inside the double quotes - these are required by PostgreSQL
for some reason).
