The attached patch adds a new property "doDrops" to WriteSchemaSqlToFileCommand. With this
i can specify that i don't want any drop statements generated like so: 

<writeschemasqltofile outputfile="${tmp}/ddl.sql" databasetype="${db-target}" alterdatabase="false"
dodrops="false"/>
