It lives at http://jakarta.apache.org/commons/dbcp and is discussed on the commons-dev@jakarta.apache.org and commons-user@jakarta.apache.org mailing lists. "DB Commons", or http://db.apache.org/commons/ is a subproject of the DB project (http://db.apache.org/), and is an attempt to recreate some of the success of the Jakarta Commons subproject in a language independent and database focused way. The Jakarta Commons DBCP component may move to the DB Commons subproject, but it hasn't yet.
