Mike Beckerle resolved DAFFODIL-747.

    Fix Version/s: 3.1.0
       Resolution: Fixed

This was fixed well before version 3.1.0, but it is not worth digging around to try to find
exactly when.

If the API design issue herein is considered serious enough, that should be opened as an entirely
separate ticket. However, at this time I do not support that supposition.
