The impl is generated by a velocity template:
http://svn.apache.org/repos/asf/cxf/trunk/tools/wsdlto/frontend/jaxws/src/main/java/org/apache/cxf/tools/wsdlto/frontend/jaxws/template/impl.vm

Not sure if that helps you out at all.
